    Solar PV and BESS Projects

UJVNL has taken all necessary initiatives for enhancement of Solar Power Project under solar policy of Uttarakhand. Presently UJVNL is operating Solar PV Plant of capacity 45.175 MW. Out of which 37.0 MW (36.0 MW Canal bank+ 1MW Canal Top) Grid connected Solar PV Plant have been installed at Yamuna Valley and Pashulok Barrage on Build, Own Operate and Transfer (BOOT) basis, 7.364 MW Grid Connected Solar PV Plant near Khodri HEP, Dhakrani HEP & Vyasi HEP on BOO/BOOT basis. Furthermore, 0.811 MW of rooftop solar power plants have been installed across various UJVNL offices, including 500 kW at Pathri and 311 kW at other office locations, in compliance with the directions of the Government of Uttarakhand and the Central Government.

From an environmental and sustainability perspective, the existing and upcoming solar plants are projected to reduce approximately 55567 tons of carbon emissions annually. Beyond environmental benefits, these projects are creating employment opportunities, providing direct and indirect jobs to around 180 residents of Uttarakhand, and playing a vital role in the socio-economic development of local areas.

UJVN Ltd has approved 117 MW of various small sized Solar PV Plant on UJVNL land across Uttarakhand State and 1.25 MW Canal bank Solar Power Plant at Pashulok barrage, 6.25 MW Canal bank SPV at Dhalipur, 9.5 MW Canal Bank Solar PV near Dhakrani & 1.5 MW solar Plant at Vyasi HEP have recently commissioned on 16.05.24, 10.02.25, 18.06.2025 & 26.04.25 respectively. Construction of 27.75 MW Solar Power Project at different locations are under progress and to be commissioned before 30.06.2026. Rest total capacity 70.75 Solar Power Plant on other Govt land shall be taken up after obtaining necessary clearance from concerned Govt Department.

    Battery Energy Storage System (BESS):

Besides the above, UJVNL is planning to install Battery Energy Storage Systems (BESS) in a phased manner at strategic locations in Uttarakhand to strengthen grid stability, enable efficient renewable energy integration, and meet peak demand requirements.

UJVNL has prepared Detailed Project Reports (DPRs) for three BESS projects with an aggregate capacity of 60 MW / 150 MWh at Dhakrani, Tiloth, and Khatima substations. The project details are as follows:

    Table Details
Location Capacity (MW) Storage (MWh) Project Cost(INR Crore)
    Dhakrani S/s 30 75 236.44
    Tiloth S/s 15 37.5 118.22
    Khatima S/s 15 37.5 118.22

In continuation, UJVNL has also initiated the preparation of DPRs for two additional BESS projects with an aggregate capacity of 106 MW / 265 MWh at Chilla and Pathri substations. The project details are as follows:

Location Capacity (MW) Storage (MWh) Project Cost(INR Crore)
    Chilla S/s 90 225 415.71
    PathriS/s 16 40 88.24

Proposals, along with benchmark cost data and performance norms based on similar projects in other states, have been submitted to the Hon’ble UERC for regulatory review and approval. The Ministry of Power, GoI has already accepted VGF support @ ₹18 lakh/MWh through PSDF on 09.03.2025 for UJVNL 250 MWh. Accordingly, NIT for e-tender for stage -I has been floated, and the completion of these projects is expected by September 2027.
